Between 1975-1980, after major public takeovers of the Red Power movement, Native American activism shifted significantly from a domestic agenda to an international Indigenous initiative in the fight for sovereignty, self-determination, and human rights. My project explores how Native American activists and organizations, namely the National Congress of the American Indian and the Bureau of Indian Affairs, utilized international human rights frameworks like the Helsinki Accords to bring attention to the human rights violations against Native Americans and influence emerging policies during the Carter Administration.
